AGM - Due to a family bereavement the AGM has been rescheduled to Monday November 24th, at 7pm in the Theatre behind the Town Hall. Apologies for the delay but this was the closest date available to the original.

The following, in no particular order, is an update to the information given in the minutes of the meeting held on 21 August  and the additional situation report as at 10 September 2008.

1.  Barry, who currently cuts back unwanted foliage, kills weeds, etc., and generally keeps El Capsó tidy has added the job of cleaning up the basura and the adjacent road area on a regular basis to his list of duties.   This has been brought about by the continued failure of the present refuse collection contractors to prevent spillage and sweep up after collections. A new contractor was expected to start work in April 2008, but the Alcalde has not yet been able to conclude a new contract.   Barry will also be fitting a water timer at the basura site in order to maintain the oleanders.

2.  Burning of garden waste in El Capsó:- despite several well meaning interpretations from various sources of what is the legal situation with regard to garden burning, the following comes directly from the Alcalde and it is hoped that this will clear up the situation for some considerable time.
There is to be no burning in El Capsó of any garden waste material whatsoever from the gardens of domestic properties  during the months of June, July, August and September.
In the other eight months anyone may apply to the Town Hall for a burning permit, which is valid in the month of its issue only.   Burning permits are therefore not "for life" but each permit has a valid maximum of 31 days. In theory, however, one may obtain a permit from the Town Hall on 1st.October and carry out burning operations on each day in that month.   The Town Hall recommends morning burning only.   Anyone found burning outside the stated dates, or suspected of burning without a permit,  may be reported to the local police.

3.  The Town Hall has abandoned its plans for burning garden waste at the piscina basura.   The Alcalde has realised that burning from metal containers is too expensive, particularly in container hire charges and has changed policy.   As of now there will be no burning at the piscina basura. This change allows for the commencement of operations at the new Eco-Park in March 2009.   It is understood that the new facility will be available to all, although primarily for Orba folk.   The Town Hall staff do not expect that any extra generation of traffic to and from the Park will require any improvements to the existing road layout.

4.  In view of the news in 2. and 3, it is felt that the El Capsó quemador should be re-opened.   Members will remember that it was closed because the piscina basura became operational.   Additionally, it was later blocked up because of the dumping of waste within it and around it.   The El Capsó quemador will be unblocked on Wednesday 1 October 2008.   Thereafter garden waste may be deposited.   Weather permitting, burning will take place on every Wednesday starting on 8 October 2008, from 8 a.m. and hopefully
finishing at around 10 a.m.   In view of a probable backlog of material to be burnt, weekly burning will take place initially which may be relaxed to fortnightly later.    Barry will burn the quemador material again as part of his duties in El Capsó.   He asks "no cactus, no plastic bags and dry material if possible as opposed to wet, which may smoulder all day".   I would remind residents that the quemador is for garden waste to be burnt and ask that if the quemador is full, please return on another day before the following Wednesday and with no dumping at the side. Until March 2009, when it is expected that residents will use the Eco-Park, it would be good if residents could use the one source burning facility of the quemador now that the piscina basura is no more, rather than follow the multi-source permit route.

5.  A meeting took place recently at the Ayuntamiento Theatre when the Alcalde spoke to the Valenciano community about Orba and the Town Hall's plans for future improvements in respect of roads, the Eco-Park, the Industrial Estate, etc.   Essentially the same meeting, but to the foreign community (English, as Teresa Knowles will be translating the Alcalde's words) is to take place on either 20 or 27 October 2008.   All are invited to the 6 p.m. start.   When the date is chosen by the Alcalde, notices will be posted.   Members of the committee will be there and if the meeting is on the 20 October information will then be passed on at the A.G.M. on 23 October 2008.   Two things we know already; the Eco-Park will be available in March 2009, but no precise details yet and the Industrial Estate is planned to be located somewhere opposite Porta D'Orba on the Benidoleig Road and not on the part of the campo we overlook.

6.  Work to raise electricity boxes outside 40 La Rota and other work to improve highway drainage at that location will be carried out very soon. Expected start 29 September 2008 probable/possible.

7.  No work will be undertaken to provide a water supply at the landscaped site (La Rota/Penyes Roges) until the new year.  Likewise no work yet to provide white lines at stop signs.

8. The Town Hall has received of late considerably less in its revenue account via. building permits granted to developers and builders.
Historically such income has been a major factor in the preparation of budgets, but because of the general downturn in building and subsequent shortfall in income, an increase of 18% in Suma bills, instead of the traditional and inflation led 5%, has been applied.
